Nukara: Keeping Our Children and Families Safe and Together is a plan created by the Tasmanian Aboriginal Centre.
It shares the voices, hopes and experiences of our Aboriginal community. The plan focuses on reducing the number of Aboriginal children going into the child protection system, and on reconnecting children in care with family, community and culture.
Nukara means “to weave” in palawa kani. This strategy weaves together community knowledge, cultural strength and practical solutions to keep Aboriginal children safe, strong and surrounded by the love of their people.
At the centre of Nukara is the Tirrina model – Tirrina means “basket”. It shows how Aboriginal communities care for and protect children, just like a basket safely holds precious items. The model is built on strong Aboriginal leadership, community voices, and national and state strategies and commitments.
This Aboriginal-designed and community-led plan is centred on what’s best for children. It calls for stronger early support and prevention programs, more housing and youth services, and growing our Aboriginal workforce and carers.
Launched during NAIDOC Week 2025, Nukara shows the strength of Aboriginal community leadership in creating lasting change for our children and families.
